City of Thetford Mines (Quebec)

In February 2006, the City of Thetford Mines adopted a policy of uses and promotion of chrysotile with 4 elements :

Municipal infrastructures:
Use of a maximum of 1 000 tonnes of asphalt covering with chrysotile on the municipal roads;
Heritage conservation, structure rehabilisation:
Tax credits for renovation and revitabilitation projects for traditional commercial sector heritage building which are clad with chryso-cement.
Favoring of derivative products:
Favour the emergence of products and procedures using chrysotile and support the ProChrysotile Movement.
Visual Arts and Chrysotile:
Financial aid and technical support for cultural events like "Le Happening de l'Art Blanc" (artists painting on chryso-cement) in order to combat the negative perception of chrysotile.

In April 2001, the City of Asbestos adopted by regulation a Policy of use and development of chrysotile fibre. In brief the Policy stipulates that :

Article 2
For all new roads Asbestos will use Chrysotile in the asphalt covering according to government norms.
Article 3
Directs its choice to the covering «EGA-10» with chrysotile fibre added, as specified on data sheet number 002-96 of the Documents Centre of the Ministry of Transport, which has evident qualities to respond to users needs."

This Policy is based on certain facts such as :

"…The new techniques for use developed over the years have resulted in a product which may be used to increase the life of roadway;
… The addition of this fibre to the asphalt results increased durability, saving important sums for users in the medium and long term, whence it is the responsibility of decision makers to assure that the tax-payers money is invested in judicious way;
"Further to this regulation, the elected officials of Asbestos also suggest that other municipalities use this product.
The EGA-10 covering is a clearly superior product. To obtain its maximum efficiency it must lie on a solid base."
