The Minerals and Metals Policy of Government of Canada: Partnership for Sustainable Development was adopted in 1996.
"The Government supports the principle of safe use and favours its country wide application as well as its adoption internationally as a strategic approach for minerals, metals and manufactured mineral and metal goods, and their uses."
… "The principle of safe use recognizes that minerals, metals and manufactured mineral and metal goods can be produced, used, refused, recycled and returned to the environment in a way that conforms to the principles of sustainable development".
…" inorganic substances present in their natural state in the environment, like minerals and metals, do not behave in the same way as chemical products which are both organic and synthetic and this requires resorting to special methods of risk management;
Minerals and metals themselves are not substances which we could prohibit, suppress gradually or really eliminate".
